Prior to sending the transaction that submits your proposal on-chain, you must create a set of JSON files. These file will contain the information that will be stored on-chain as the governance proposal. The best and easiest way to generate the proposal files, is to use the convenient draft-proposal command, as follows: 
mantrachaind tx gov draft-proposal
This will prompt a selection from one of the following options:
